National Indigenous Peoples Month in October is a Philippine observance that aims to support and raise awareness of indigenous cultural communities. It is hoped that more Filipinos will be aware of the numerous contributions of National Indigenous Peoples Month. Indigenous peoples make up at least 10% of the total population in developing countries such as Southeast Asia. The Philippines alone has over 50 distinct indigenous cultural communities that inhabit the archipelago’s lands. These Indigenous peoples are well known for their rich artistic and cultural heritage, expertise in specific occupations, and mastery of the land that has sustained them for centuries. In the Municipality of Manay, the Certificate of Ancestral Domain Title (CADT) no. RXI-MAN-0515-182 has been approved by the NCIP en banc and with its approval is the formulation of the Indigenous Political Structure or IPS that focuses on the operation of the CADT in Manay. This IPS is composed of the Likid (Leaders) and Magkatikadong (Elders) that guide the development of the CADT area. It has been noted that years back, the Certificate of Ancestral Domain Claim (CADC) was lodged between the Barangays of Taocanga, Rizal, and Old Macopa as assisted by the Philippine Eagle Foundation. Now, the CADT has expanded to eight barangays with a total of almost 29,000 hectares which includes the barangays of Capasnan, Lambog, San Fermin, San Ignacio, and Holy Cross. Another CADT area is currently being on the process of survey and approval by the en banc. These areas aim to preserve and conserve for future generations. With the introduction of the IPS, the Local Government Unit of Manay headed by Mayor Jon Marco M. Dayanghirang strengthened the collaboration with the IP Community. Apart from the financial assistance that was given to indigent individuals through various assistance, the IPS's introduction to the people of Manay through its inclusion in the National Heritage Month 2023 celebration last May 2023 highlighted the collaboration made by both agencies. Though these two agencies are governed by two different laws, these entities co-existed because at the end of the day these entities will be serving the common good for their respective people. During the 126th Araw ng Manay and Parochial Fiesta of St. Francis Xavier Parish and in time with the celebration of the 2023 Indigenous Peoples Month, the LGU collaborated with the IPS of Manay for the AgriCultural Tourism Fair happened last October 21-24, 2023 at the Municipal Street (back of the Municipal Hall). This fair aims to showcase the Agriculture, Culture, and the Tourism of Manay. Indeed, the plight for recognition for the ancestral is now being hastened as various agencies coordinate with each other. This partnership will surely be continued. Special mention to LGU Manay headed Mayor Jon Marco M. Dayanghirang and the 20th Sangguniang Bayan and Hon. Jesus L. Mamparo Jr. (Chieftain / Likid) and IPMR Jusvin Sumambot for leading the pact for the strengthened partnership with the IP Community.

Dayanghirang that happened last October 23, 2023, and attended by the various stakeholders of Manay especially the LGU Department Heads, Punong Barangays, DepEd Manay North and South Districts, BFP, PNP, COMELEC, DILG Manay, NC Manay, Religious Sector, Business Sector, and elected officials. Mayor JM Dayanghirang made his report on the 481 days in his incumbency as well as the future plans for the Municipality of Manay. This activity marks the appreciation to those people who have petitioned for the creation of Manay as a separate municipality. These people were represented by their respective heirs in accepting the plaque of recognition. This event is part of the celebration of the 126th Araw ng Manay and Parochial Fiesta of St. Francis Xavier Parish.
