The Comprehensive Development Plan (CDP) is the responsibility of the LDC as provided for under Sections 106 (Local Development Councils) and 109 (Functions of Local Development Councils) of the Code. The Code has correctly assigned responsibility for the CLUP to the Sanggunian considering that most if not all of the instruments for implementing the CLUP involve regulating the use of lands that are mainly privately held and this requires the exercise of the political powers of the LGU through legislative action by the Sanggunian. While the CLUP is a plan for the management of local territories, the CDP is the plan for the promotion of the general welfare of the local inhabitants. The CDP can be regarded as an action plan and an implementing instrument of the CLUP. It is comprehensive in that it covers the five development sectors namely, social development, economic development, physical/land use development, environmental management, and institutional development. The Negosyo Center Manay thru JBC Mark Piañar attended the SECTORAL PLANNING WORKSHOP Day 2 for Economic Sector last August 18, 2022. . The Municipal Planning and Development Office Zaldy Diasnes Escarian spearheaded the said event in collaboration with DILG Manay Eric Ryan Masagnay. The participation aimed to align PPAs of the DTI and Negosyo Center Manay to the PPAs of the LGU Manay. Indeed, Participatory Governance.
